If passed, Logan's Law will not only establish a registry for all animal abusers, it will also require all animal shelters to refuse to sell or adopt animals to anyone on the list.

Falk was the human companion of an 11-year-old Husky named Logan. On Mar. 22, 2012, someone entered Falk's yard and threw an acid based chemical in Logan's face while the dog was in his kennel. When Falk discovered the egregious injuries done to his dog, he rushed Logan to an emergency veterinarian where the dog was treated on the right side of his face and eye. Slowly Logan began to heal, but because of the dog's age and the stress from such a severe assault upon an older dog's body, on July 9, Logan curled up and peacefully died in his sleep.

No one was ever charged with the crime.

The cost to set up the program will be paid for by the Animal Defense League Fund and controlled by the Wayne County Prosecutor's Office animal control division.
